Abstract
The article summarizes and outlines the features of state-civil management of general secondary education institutions on the basis of partnership in the socio-legal aspect. The unity of approaches to the implementation of public administration at the national, regional and local levels, as well as at the level of general secondary education has been highlighted in order to ensure the rights, freedoms and responsibilities of citizens to quality, effective and competitive education. The problems of public administration became especially relevant during the period of building a democratic, sovereign, unitary, conciliar and secure state of Ukraine and the development of civil society institutions at all levels. The leading principles of consolidation, unity, solidarity of collectives, communities and civil society, as well as partnership of the individual, collective, community, components of civil society and institutions of a democratic state are also in the field of view of foreign and domestic scholars and practitioners. Researchers note the leading role of all democratic institutions in ensuring the participation of civil society members in solving both national and local problems, tasks, initiatives, projects, including motivating, promoting and stimulating the development of educational institutions. This problem is especially acute during the preparation, adoption and implementation of management decisions during war, martial law, emergencies, destruction, violence, pandemics, epidemics, disasters, stressful situations and violations of human rights, including the rights of children, especially children, pupils and students for a creative, cheerful, charitable, happy life. Research of approaches to the formation and implementation of scientific and practical basic principles, models, algorithms, logistics to ensure public administration of general secondary education on a partnership basis in accordance with the Constitution and legislation of Ukraine in modern conditions and taking into account foreign and millennial domestic experience is relevant in our time and needs further study and development
