Abstract
The main function of road transport is the full and timely satisfaction of the needs of the population in transportation, the acceleration of cargo delivery and the transportation of passengers based on a significant increase in the capacity and quality of the entire transport system, a reduction in the cost price and an increase in labor productivity in transportation. An important place in solving this function belongs to the organization of road traffic, including the rational distribution of traffic flows on the road network, as well as the elimination of conditions that lead to traffic jams and unjustified overruns of vehicles. Having insignificant financial costs in comparison with measures to improve and re-plan the road network, timely measures for the rational organization of traffic make it possible to prevent traffic jams and reduce travel time, and thus increase the productivity of transportation, their cost-effectiveness, which is especially important in the current critical situation with fuel resources of Ukraine. In order to substantiate the optimality criterion for planning road works, it is necessary to take into account the process of traffic flows on the road network under the influence of various types of obstacles, with different degrees of influence arising at different points of the network. When justifying the criterion of optimality, it is necessary to assume that the ultimate goal of the conducted research and proposed measures should be to maintain the efficiency of road network transportation at a certain level, to prevent a decrease in this level in those cases when this decrease can be prevented through rational planning. Thus, operational management of the situation that develops on the road network as a result of the action of a complex of various factors affecting the movement of vehicles is an urgent task and requires the development of scientific foundations and practical methods of its solution.
