Abstract
It is necessary to understand how the relationship of authority between the central government and local governments in the State of Timor-Leste based on the RDTL Constitution, especially articles 5 and 72, clearly discusses the terms regional authority or delegation of authority or decentralization based on democratic values and reflects justice and harmony between governments.
