Typology of public regulation instruments based on a systematic approach

Abstract

The article is devoted to the identification and typology of tools of public regulation. It was established that the typology of public regulation tools, in contrast to public management mechanisms, is poorly developed in the field of knowledge of public management and administration. It was determined that the tools of public regulation are means and methods used by state authorities, local self-government bodies and non-governmental structures to regulate relations in certain spheres of social life, bring their state or the state of a certain sphere, industry or territory to a certain level of development. The specific characteristics of public regulation tools were revealed (using the example of such tools as taxes and fees, licensing, environmental norms and safety standards, land use standards), which proved the need for comprehensive use of tools within the framework of relevant management mechanisms and proper analytical support for the processes of formation and application of tools. The most important general characteristics of public regulation tools include goal orientation, functional conditioning, complexity and time conditions of application. A typology of public regulation tools was carried out in accordance with the system approach, namely, taking into account the following main components of the regulation model: the main tasks of regulation; characteristics of regulatory tools; effects of the use of regulatory tools; characteristics of regulated objects; characteristics of regulatory subjects
