THEORETICAL-METHODICAL UNDERSTANDING OF FINANCIAL AND BUDGETARY RELATIONS IN THE DEVELOPMENT OF THE REGION: OPERATIONAL AND LOGISTICS APPROACH

The relevance of the issue of forming a systemic paradigm for the use of financial and budgetary tools to ensure the development of the region is due to the need to restore the economy of Ukraine in conditions of negative expectations of the further development of crisis phenomena. The research is aimed at developing the theoretical and methodological basis for the formation of the mechanism of financial and budgetary relations in the development of the region based on the principles of the activity-logistics approach. The article defines that development is an irreversible, regular and purposeful process of object changes, as a result of which its qualitative and quantitative characteristics are improved, the level of stability in conditions of uncertainty and global instability increases, and the evolutionary transition to a new, progressive state. It was established that the main characteristic of the region is its integrity, which allows defining this concept as a complete economic system as part of the territory of the state, which is separated according to certain characteristics into an independent administrative and legal unit, the functioning of which is consciously aimed at restoring sustainable economic growth, ensuring social development and environmental safety, coordinated through self-development, effective organization and structuring. It is substantiated that the key concept in the system of regional development, which provides an initial idea of certain regulatory measures aimed at overcoming internal instability and external global threats to achieve the goals of socio-economic development of the state's territories, is financial and budgetary relations. It has been established that the recovery of Ukraine's economy and overcoming the consequences of global instability in both the economic and social spheres can be ensured by financial-budgetary instruments based on the principles of the activity-logistics approach, the advantage of which is to obtain a comprehensive picture of the results of their use and to solve the issue of optimizing the distribution of financial resources areas of use to achieve long-term success, in particular in the field of regional development.
