Criteria for assessing the quality of regional representative authorities

Abstract

The article focuses on the problem of assessing the quality of activities of regional representative authorities (RRAs). It is established that the relevance of solving this problem is significantly increasing in the process of aggravation of socio-political challenges, in particular, such as a pandemic and war. Attention is focused on the common and distinctive characteristics of the quality and efficiency of public administration. It was found that the majority of scientists and practitioners use them as synonymous concepts, and distinguish between them during evaluation. When assessing the quality of public administration, as a rule, the absolute value of the obtained effect is taken into account; when evaluating effectiveness – relative, calculated by the ratio between the effect and the costs incurred to achieve it. Differences were established when identifying the effects of public administration in the commercial and social spheres, which include the activities of representative authorities ((RRAs). The quality of the activity of the RRAs in the commercial sphere is evaluated according to its main indicators, among which, in particular, the level of satisfaction of the needs (expectations) of various stakeholders – employees, business partners, consumers; the quality of the activity of the RRAs in the social sphere – the full satisfaction of the social needs of the members of the territorial community as the main consumers of its services. Approaches to assessing the quality and efficiency of management of state authorities are considered. It was established that the most important component of the quality and efficiency of the management of the RRAs is the social component. The level of quality and efficiency of the management of the RRAs depends not only on the rationality of the organizational structure, resource provision, but also on the professionalism of the elected officials and their consideration of the factors of the external environment. The management of the quality of the activity of the RRAs includes its assessment, provision and control. All the indicators that can be used to evaluate the quality of the activity of the regional RRAs by combining such quality criteria as: completeness of the actual management tasks; the intensity of updating the regulatory framework; intensity of implementation of anti-corruption measures; level of quality of work with personnel; the level of informatization of management processes
