PERSONNEL DEVELOPMENT AS THE MOST IMPORTANT MANAGEMENT RESOURCE IN THE ARMED FORCES OF UKRAINE

Abstract
The article reveals the peculiarities of personnel development in the Armed Forces of Ukraine in modern conditions. To begin with, we identified the general dynamics of military personnel in Ukraine over the past ten years. Some of the principles of personnel management in the Armed Forces, in particular: personnel development, increasing motivation, a system of supervision and control, ensuring security. Having determined the expected results of the tasks of the main components of personnel management in the armed forces, we are talking about the conditions in which the personnel management system needs improvement. It has been found that various factors influence personnel development, such as the current needs of the Armed Forces, new technologies, strategic goals, and budget constraints. It is well-founded that the main tasks of personnel development in the Armed Forces include the following: preparing servicemen to perform their tasks in peace and wartime, developing professional skills and abilities of servicemen, improving qualifications and creating conditions for the professional growth of servicemen and ensuring the socio-economic well-being of servicemen and their families. It was found that personnel development is an ongoing process that requires appropriate attention and funding from the state, and successful personnel development ensures a high readiness of the Armed Forces to perform tasks. Among the existing methods of personnel development, others are distinguished, in particular: regular evaluation of employees, which allows to identify their needs and weak points, and on this basis to develop individual development plans; development of a mentoring system, where experienced military personnel provide support and advice to younger colleagues; implementation of programs for the training of managers, which allow for the development of leadership qualities and management of military units. The main areas of personnel development in the Armed Forces of Ukraine have been revealed. The main reasons for the need for personnel development in the Armed Forces are highlighted, which include: increasing the efficiency of task performance, reducing losses, developing leadership qualities, maintaining discipline, increasing motivation, increasing competitiveness. The practical significance of this article is based on the analysis of literary sources of the main principles of personnel management and the generalization of statistical studies of trends in this field of activity under martial law, the characteristics of such functions as planning, organization, motivation, control and regulation of personnel management in the Armed Forces.
