PECULIARITIES OF PUBLIC ADMINISTRATION OF THE EDUCATIONAL PROCESS ORGANIZATION AT HIGHER EDUCATION INSTITUTIONS UNDER MARTIAL LAW

Abstract

The article examines the peculiarities of the mechanisms of public management of the organization of the edu‑ cational process of higher education institutions under martial law. The article analyzes the state and development of distance education in Ukraine in response to the challenges of modern society, the experience gained during COVID‑19 and the state of war in the country. The research is based on the analysis of recent publications and official regulations issued on distance education. The main features of the implementation of distance education in Ukraine, features of its organization and continu‑ ation after the introduction of martial law are highlighted. From February 1 to February 8, 2023, a survey of education seekers regarding the quality of distance learning organized during martial law took place at the Vinnytsia Academy of Continuing Education. This study was conducted with the aim of improving the organizational educational process based on the study of the shortcomings of emergency distance learning. Research was carried out using an online form in Office 365 (Microsoft Company), namely in Excel. Those seeking higher education answered questions using their own passwords (everyone has an Office 365 corporate form address). It is emphasized the need to combine pedagogical and technical solutions with an emphasis on the de‑ velopment of students' personality, their cognitive and creative abilities. The analysis of the current state of distance education in the country proves that the experience gained during the global quarantine and the transfer of all educational institutions to distance education allowed educational institutions to develop better teaching methods and approaches to online learning, as well as to inform the community about the wide possibilities of distance education. If until 2019, distance education was seen mostly as an additional form of learning that complements traditional education or a tool to expand the content taught in the classroom, during the COVID‑19 pandemic it has become the only option for providing educational services. It is noted that it was the experience of emergency distance education gained during the 2020–2021 pandemic that made it possible to implement this learning experience during martial law. The results of the study show that in Ukrainian society there is a considerable con‑ tingent of students who are sincerely interested in the organization of distance learning in educational institutions of all levels. The popularization of distance education determines the ways of its further development in Ukraine.
