OPEN DATA MATURITY OF UKRAINE, VISEGRAD COUNTRIES AND EU CANDIDATE COUNTRIES. COMPARATIVE ANALYSIS AND PROSPECTS

Abstract

The article provides a retrospective comparative analysis of the open data maturity of Ukraine, the Visegrad countries and the EU candidate countries. The author analyses the peculiarities of open data infrastructure development in the above countries and highlights the peculiarities of open data use during the armed Russian aggression. The maturity of open data in these countries differs significantly, and in order to increase the synergistic effect of neighbourhood, joint integration of Ukraine and its neighbouring countries into the EU digital space, it is advisable to create a network of cooperation between specialists in open financial, socially significant and other high-value data sets. It is recommended to deepen the link between national strategies and the needs of agencies and local authorities to improve the quality of open data. The development of methods and tools for assessing the indicators of open data impact on the quality of life of communities, society, and the state becomes an urgent task. To solve this problem, it is advisable to organise cooperation with national data teams, universities and research institutions, as well as the European data portal. Conducting international research to assess the economic impact of open data at both the micro and macro levels will allow for the introduction of common criteria and indicators that will contribute to a deeper understanding, practical application, and expanded cooperation in various areas of the economy, education, and science. Given the dynamic development of blockchain technologies, it is advisable to pay more attention to data on the digitalisation of financial services, registers of organisations, cryptocurrencies, regulations and legislation that already exists and will be actively implemented. It is also recommended to motivate the public sector to make a greater contribution to national programmes on digitalisation, to demonstrate their ideas and developments on national portals, and to encourage the business environment to develop and implement mobile applications for practical use by a wide range of users. It is proposed to provide users with the opportunity to comment on and evaluate the quality of data sets opened by agencies for further use of such assessments in improving and expanding the range of services.
