INSTITUTIONAL AND LEGAL BASIS OF FOREIGN LEGAL REGULATION OF ENSURING DEFENSE FORCES WITHIN THE LIMITS OF INTERNATIONAL AID TO UKRAINE

The article includes the review of peculiarities of forming and carrying out of monitoring and supervision during the provision of international aid from the United States to the defense forces of Ukraine. It was found that after receiving financial, technical, and humanitarian income within the framework of international aid, our foreign partners introduced local regulations for independent supervision of the procedure for the use of international aid by Ukraine. For this purpose, an Interdepartmental Working Group was created, which consists of the offices of three inspectors general from the American side: the US Department of Defense, the US State Department, and USAID. In addition, other inspectors general of supervisory American government agencies and 17 intelligence organizations are involved in the supervision of international aid provided to Ukraine. The practice of monitoring the international aid provided to Ukraine, monitoring the intended use of the international aid to Ukraine (according to the «MEASURE» program) is described and schematically depicted. The program is designed for a three-year period and provides for a presence in Ukraine for the purpose of remote and personal monitoring with visits to facilities where possible. The establishment of a temporary investigative committee by the Verkhovna Rada of Ukraine to monitor the use of the military aid to Ukraine with an analysis of its functional purpose was individually reviewed as an effective mechanism for ensuring the transparency of provision of the international aid. The article includes the summary that the international partners are always ready and call on the public to cooperate, which in general further develops the foundations of a democratic society. The support of defense forces of Ukraine within the limits of the international aid and its effective use under the control of foreign partners, the joint efforts of the Verkhovna Rada of Ukraine and the engagement of the Ukrainian community serve as a reliable guarantee of the intended use of the international aid.
