MODEL OF THE CENTER FOR INDEPENDENT QUALITY ASSESSMENT TRAINING OF MILITARY SPECIALISTS IN THE SYSTEM MINISTRY OF DEFENCE OF UKRAINE

The article examines the issue of personnel training, work with personnel and their quality selection, which would correspond to modern realities and principles of reforming the Armed Forces of Ukraine, current NATO standards. The author proposed a model of the Center for Independent Assessment of the Quality of Training of Military Specialists in the Ministry of Defense of Ukraine. According to the author, the creation of such a Center, taking into account the experience of NATO member states, will make it possible to objectively, honestly and transparently assess the professional competencies of military servicemen and determine their ability to be promoted in accordance with certain professional qualities, reduce the risks of the corruption component during appointment to a position, directions for training in higher military educational institutions or military training units of higher education institutions. Based on the presented model, the automated information system can be divided into three components: it is the online platform of the Center, responsible for saving, collecting and processing information and issuing output data, users (persons who are granted access to the information system within the limits of the specified powers) and structural subdivisions of the Center, which are responsible for the high-quality functioning of the Center. The algorithm of the system consists in the fact that the user, during registration on the platform, sends a request to the server, where it is processed, and the finished result is sent back to the user (candidate) and other subjects of public administration within the limits of their authority. The online platform interacts with the user using a transaction mechanism through the mechanism of tracing. According to the author, the creation of such a Centre will allow for a more objective process of appointing military personnel to positions, sending them for training, conducting a qualitative check of scientific papers for academic plagiarism, and increasing confidence in the assessment procedures of military personnel in the system of the Ministry of Defence of Ukraine.
