PROBLEMS OF ENSURING GENDER EQUALITY AND COMBATING GENDER-BASED VIOLENCE IN THE CONDITIONS OF THE LEGAL REGIME OF MARTIAL STATE

Abstract

The purpose of the article is to identify trends in gender-based violence under the legal regime of martial law and identify ways to ensure gender equality. The article establishes that after the start of full-scale Russian armed aggression, the main source of gender-based violence is the actions of the Russian military. Dominance was noted among the personnel of the armed formations of the aggressor state of the idea of reducing the number of Ukrainians and Ukrainian women by all possible means. Attempts are being made to demor-alize Ukrainian society with facts of inhuman treatment of men and women. The gender crimes of the Russian military are supported by the military leadership and the Russian government. A steady trend has been formed of gender-based violence against men, which can refer both to Ukrainian military personnel and to civilians, citizens of Ukraine, foreigners and stateless persons. Attention is focused on overcoming the problem of insufficient cohesion of local communities in the field of protecting the gender rights of their residents during active hostilities. Arguments are given that the increase in such cohesion is inseparable from the strengthening of Ukraine's territorial defense system. The conclusion is made that strengthening the counteraction to gender-based violence in modern conditions requires a revision of traditional views on women's responsibility for the security of the state and their own security. Tendencies to evade part of Ukrainian society from responsibility for the defense of the state will increase with each month of hostilities. Attention is focused on the need to establish for all citizens of Ukraine the obligation to undergo both the initial and the basic system of combined arms training for citizens of Ukraine. For persons with disabilities in accordance with the state of health, training may be limited to learning the rules of life in combat areas. After a few years of compulsory participation of all citizens in the system of combined arms training, the prerequisites for establishing military duty for women may be created.
