Scientific Research Projects on Energy-Related Topics: a Review of the Federal Target Programme's Implementation Results from 2014 to 2021

Abstract

Introduction. This article presents the results of an analysis of research projects conducted under the federal target programme 'Research and Development in Priority Areas of Development of the Scientific and Technological Complex of Russia for 2014—2021.' The analysis is contextualized within trends and prerequisites for the advancement of research, technology and innovation in the priority area of transitioning to environmentally friendly and resource-saving energy. This includes enhancing the efficiency of hydrocarbon extraction and deep processing, creating new energy sources and developing new methods for energy transportation and storage (Priority 20b). The research explores the programme's influence on the evolution of the publication landscape for researchers in Priority 20b, the interaction between the scientific community and industrial partners, the geographical distribution of projects and their non-budgetary financing. The paper outlines the primary trends in project research under Priority 20b, issues and strategies for enhancing the effectiveness of research teams, and policies for collaboration between research groups and industrial partners. The novelty of this research is that the authors have chosen projects under Priority 20b (energy, energy conservation and energy efficiency) from the total volume of studies within the programme for their analysis and the examination of the results obtained. Methods. To address the tasks at hand, both general theoretical and empirical research methods were employed. These included systematisation and generalisation, as well as comparative analysis methods. These allowed for a quantitative evaluation of energy-related research projects, their scientific and practical results, and the formulation of prospective directions for refining research on this subject. Results and Discussion. Based on an analysis of the evolution of various energy sectors (carbon, hydroelectric, nuclear, alternative, hydrogen) in Russia, development vectors for scientific research, technologies and innovations were identified. An analysis was conducted on research projects during the federal target programme 'Research and Development in Priority Areas of Development of the Scientific and Technological Complex of Russia for 2014—2021,' according to types of energy, stages of the energy process implementation, research profiles and funding volumes. An assessment was made of the interaction between the scientific community and industrial partners in the development of research projects, as well as their scientific productivity. Conclusion. The formation of scientific fund competitions under Priority 20b and the development of comprehensive programmes with an energy and environmental (climate) aspect appear to be a promising direction for further exploration of this issue. Most scientific publications on this topic focus on the process of implementation and the evaluation of the effectiveness of the entire FTP R&D 14—21, considering it as a collection of research directions within all 7 priorities of the Strategy for Scientific and Technological Development of the Russian Federation.
