Abstract
—This study was prompted by the standard of developing learner's literacy skills, such as vocabulary, spelling, and comprehension, in grade 3 learners. Understanding the teachers' attitudes toward the MTB-MLE and their development of English literacy skills may aid in the decision-making of policymakers, school administrators, parents, and students. This study was conducted in the elementary department and focused on grade 3 pupils because the researchers wanted to examine whether pupils encounter difficulty learning and mastering the second language at this level. Therefore, this study aimed to determine the English proficiency of 3rd grade primary school students, with a focus on reading comprehension and grammar
