Abstract
The research aims to study the theoretical foundations of the effectiveness of the management system in the conditions of military operations and crises, as well as to formulate practical recommendations for its improvement. The theoretical and methodological basis of the study consists of general scientific and special methods of economic analysis and scientific cognition, namely: the method of system analysis, synthesis and scientific abstraction, method of statistical analysis, comparison and analogy, grouping, k-means clustering, graphical, tabular, generalization, and systematization. The results of the study allow us to state that the effectiveness of the public administration system significantly depends on the influence of military factors and crises in the state and society.
