Abstract

The article examines the issues of optimal use of public service models in the context of modern challenges. The author analyses the changes that have arisen in the promotion to public service positions in connection with the introduction of the martial law regime. It is updated the theoretical basis for the functioning of public service models. Most often, studies on public service models distinguish such models as career, position and mixed models, which combine the characteristics of the two above models. The use of public service models also has its challenges and limitations. For example, there may be instability in management due to changes in leadership, or problems with access to necessary resources. Also, public service models may be incompatible with the cultural and historical characteristics and political context of the country. Particular attention is paid to the problems of forming a socially oriented, proper public service and anti-corruption strategy of public administration. It is noted that the realities of continuous transformations of the Ukrainian model of public service depend on the level and scope of public administration, as well as on the dynamics of changes in the external and internal environments. It is noted that the digitalisation of the public sphere is an achievement of public authorities in the context of reforms. It is noted that, in general, public administration reform is carried out in accordance with the Public Administration Reform Strategy based on the recommendations formulated by the Sigma/OECD programme, which stipulates that all areas of public administration reform will reinforce each other.
