ADMINISTRATIVE AND LEGAL SECURITY OF THE LEGAL REGIME OF THE MARTIAL STATE IN UKRAINE

The article examines the administrative and legal regime of martial law in the context of modern Ukraine. Attention is drawn to the main aspects of this concept, including its definition, components and role in regulating social relations in the conditions of a military threat to public values, state independence and territorial integrity. The main legal categories are considered, namely: legal regime; administrative-legal regime, administrative-legal support and martial law. This provided an opportunity to formulate the author's definition of administrative and legal support of the legal regime of martial law. The mechanism for ensuring the administrative and legal regime of martial law and its main aspects are outlined, in particular: the procedure for introducing and terminating it, ensuring security and order, compliance with international obligations, etc. The main element of effective provision of the legal regime under consideration is the granting of powers to the relevant subjects to implement the measures of the administrative and legal regime of martial law. Particular attention is paid to the problem of temporary restriction of individual constitutional rights and freedoms of citizens, as a measure necessary for the safe application of other measures of the legal regime of martial law and the provision by the state of a person's inalienable rights and freedoms. In general, the article is aimed at analyzing the administrative and legal support of the administrative and legal regime of martial law in Ukraine. We emphasize the relevance of the study of this topic, since the administrative and legal regime of martial law is important for ensuring order and security during the war in Ukraine. The article describes that the administrative-legal provision of the administrative-legal regime of martial law in Ukraine means the creation of an extraordinary legal environment that contributes to the effective functioning of the state and the protection of the interests of citizens in conditions of military threat or conflict.
