CONCEPTS AND PRINCIPLES OF STAFFING MANAGEMENT IN NATIONAL POLICE BODIES OF UKRAINE

Abstract

The purpose of the article is to define the concept and principles of personnel management in the bodies of the National Police of Ukraine. The article found that the role of corporate culture in the formation of a professional's personality is extremely high, since a long stay in an environment in which moral and ethical standards are devalued contributes to the emergence of deformations. However, if corporate integrity acquires a stable character, all elements of the management system begin to displace the phenomena of nepotism and subjectivity during the assessment of activity results. Subordinates begin to perform the function of monitoring their manager from the point of view of his compliance with the anti-corruption legislation, and in case of his violation of legal prescriptions, they turn to the competent anti-corruption authorities with the demand to stop such violations. Arguments are given that management staff support in the bodies of the National Police of Ukraine should be understood as the process of forming and maintaining the optimal level of professionalism of the management staff, which enables effective management decisions to be made. Such management decisions should be aimed at the implementation of the law enforcement function of the state using the latest technologies (personnel, information, cybernetic and other), and should be made taking into account a number of principles. The principles of human resources management in the bodies of the National Police of Ukraine represent established models of effective human resources policy (state, departmental, regional, local). These principles should include: a) intolerance to corruption; b) integrity; c) objectivity in the relationship between the employee and the personnel system; d) the superiority of internal control over external control; e) prevention of professional deformations; e) the use of internal social conflicts for the development of the staffing system; f) direction of corrective influences on changing the corporate personnel culture.
