ON DEFINING THE CONCEPT OF THE CRIME PREVENTION MODEL: CRIME PREVENTION THROUGH ENVIRONMENTAL DESIGN (CPTED)

Abstract

The article is devoted to research and clarification of the concept of the crime prevention model concept: Crime Prevention Through Environmental Design (CPTED). It was established that the researched model of the organization of law enforcement activities is proactive, since the efforts of law enforcement officers and other entities responsible for maintaining the state of law and order are aimed at neutralizing the factors that determine criminal behavior. It was determined that the crime prevention model: Crime Prevention Through Environmental Design (CPTED) sees the factors determining criminal behavior in the constructive characteristics of space, territory, or a section of the area, which in the understanding of criminals are considered as favorable or unfavorable conditions to commit illegal acts. Complex interagency application of measures to eliminate the risks of illegal behavior due to increased security of the area or space is the content of the studied proactive model of law enforcement activity. It was established that the key elements that make up the content of the concept of the model of crime prevention through changing the surrounding infrastructure (Crime Prevention Through Environmental Design—CPTED) are proactivity, comprehensive application of preventive impact measures, elimination of risks through design and making changes to the area or space (design lighting, work with landscaping, elimination of signs of neglect, elimination of ways of retreat convenient for criminals, thoughtful planning of entrances and exits to residential, commercial and other premises, etc.), with the aim of strengthening protection against the possible manifestation of criminal behavior through the formation of the belief that it is impossible to avoid exposure and arrest to responsibility.
