THE LEGAL MECHANISM OF ENSURING THE RIGHT TO CITIZENSHIP IN THE CONDITIONS OF THE EUROPEAN INTEGRATION OF UKRAINE

The article is devoted to the analysis of the state of implementation of international legal, in particular, European norms to the legislation of Ukraine on citizenship, which constitutes the normative basis of the legal mechanism for ensuring the right to citizenship. Taking into account the active process of Ukraine's integration into the European community, the article outlines the main problems of legal regulation of the right to citizenship in Ukrainian legislation. The authors show that the current legislation of Ukraine on citizenship is formed. However, the challenges faced by Ukraine in the field of national security and territorial integrity, the signing of the Association Agreement between Ukraine and the EU necessitate the renewal of existing approaches to the regulation of legal relations in the field of citizenship and migration relations. One of these issues is the possibility of legalizing multiple citizenship. The current legislation of Ukraine on the citizenship of Ukraine does not provide for the possibility of «multiple citizenship» for citizens of Ukraine and contains a caveat regarding the prevention of dual citizenship in Ukraine. Having analyzed the situation that arises today in the issues of the institution of multiple citizenship, the authors prove that this issue is currently very relevant, both at the international and national level. Among the main reasons for the emergence of multiple citizenship are: territorial changes; population migration; differences in state legislation regarding the procedure for acquiring and losing citizenship. Currently, the current legislation of Ukraine on citizenship issues requires a broader both scientific and political discussion, improvement and development of a unified approach to solving the problem of multiple citizenship, which will allow increasing the responsibility of citizens who have multiple citizenships and contribute to ensuring the national security of Ukraine.
