NATIONAL EDUCATIONAL STRATEGYOLOGY: LEGAL PRINCIPLES FROM THE POSITION OF STATE-CREATING PATRIOTISM OF NATION DURING PEACE AND WAR PERIOD

Abstract
It has been synthesized and substantiated that national educational strategiology is a specific direction in general strategiology regarding the essence, content, instrumental apparatus of analysis and assessment of the potential and level of national educational policy at various management levels with the provision of their civilized legal manifestation; a set of specific measures and approaches developed by the state for the purpose of forming national identity, supporting and spreading cultural values, developing civil society and educating citizens, taking into account the historical, cultural and social aspects of its development. It is highlighted that in national educational strategiology from the standpoint of state-creating patriotism of nation, characteristic legal legislation is systematically used, which includes various laws, normative acts and concepts (in particular, the Constitution of Ukraine, laws on educational and informational activities, state programs and concepts of development, international contracts). It is proven that in the conditions of martial law, this strategy from the legal position of the nation's state-creating patriotism should direct its attention and means to strengthening this patriotism, thereby contributing to the unification of citizens around common interests and goals, the protection of the state and national identity. It is emphasized that under the conditions of martial law, through legal approaches, it has a fundamental goal: to strengthen national patriotism, to unite citizens around the protection of the state and its age-old values, as well as to ensure the safety and development of the state-creating process, despite the harshness of wartime conditions. The fundamental motive of this process is the sovereignty of the state, security and civilized living of citizens within its inviolable borders. It is substantiated through the legal motivation of needs that patriotic-educational strategy determines the complex selection and establishment of specific principles and tasks for achieving its priority goals. It is noted that these principles and tasks are systematically determined taking into account the historical, cultural and social context of each state. It has been proven that the general principles and tasks related to the stated strategy are significantly different during the peacetime and wartime periods, since in the wartime there is a concrete bias towards intensifying the manifestation and strengthening of the nation's state-creating patriotism with a conceptual focus on supporting national unity in conditions of threats to the integrity and sovereignty of the state.
