Abstract

The article states that the problem of material support for convicts is a serious and complex problem that arises in many countries. It arises as a result of various factors, such as insufficient financing of the penal system, overcrowding of prisoners, corruption in the prison system and insufficient control over the conditions of detention of convicts. The above-mentioned problem in Ukraine includes a number of problems related to conditions in penal institutions, their infrastructure and access to basic needs. Key aspects of this problem have been found to include: inadequate nutrition and medical care — inmates may face inadequate food and quality, as well as inadequate medical care. This can lead to deterioration of their physical and mental condition; conditions of detention — overcrowding and poor conditions of detention can lead to increased tension in the prison environment, conflicts and violations of the rights of convicts; lack of access to education and professional training — convicts may be deprived of the opportunity to obtain education and skills necessary for further employment after release, which may lead to recidivism; social rehabilitation — convicts often face difficulties in returning to society after release due to the lack of social rehabilitation and support programs. It is noted that the solution to this problem is the need to improve the penal system, provide more funding for penal institutions, improve conditions of detention, ensure access to education and vocational training, and provide support during the difficult period of recovery after release. This approach can contribute to improving the living conditions of convicts and reducing recidivism. It has been proven that improving the material welfare of convicts can be a difficult task, as it can require various measures and approaches. Here are some possible ways that can contribute to the improvement of conditions for convicts: provision of basic needs — providing convicts with food, clothing, access to water, lighting and basic hygiene products is an important step in improving material and living conditions; improvement of conditions of detention — consideration of the possibility of improving conditions in prisons to ensure more comfortable and hygienic conditions of detention for convicts; medical care — ensuring access to quality medical care and treatment is an important aspect of ensuring the welfare of prisoners; vocational training and work opportunities — providing opportunities for training and professional development can help convicts acquire skills that can be useful after release from prison; psychological support — provision of psychological support and counseling for convicts can help them cope with stress and adapt to life in conditions of restriction of their will; ensuring human rights — it is important to observe human rights and ensure that convicts receive decent treatment and their rights are respected; transparent governance and oversight — ensuring transparent governance and effective oversight of prison conditions can help avoid abuses and deficiencies in the prison system. These measures may vary according to specific needs and circumstances, but the overall goal is to ensure that convicts are provided with decent living conditions and the possibility of rehabilitation for a full reintegration into society after release.
