JUDGE SPECIALIZATION IN CASES INVOLVING CHILDREN: THE EXPERIENCE OF GEORGIA AND ITS SIGNIFICANCE FOR UKRAINE

Abstract
The article analyzes the experience of Georgia regarding the introduction of specialization of judges in the consideration of cases involving children, since this country, like Ukraine, has post-Soviet experience, but it was one of the first in the territory of the former USSR to demonstrate intentions and attempts to introduce juvenile justice with the selection of specialization of judges. The conducted generalization will help to develop recommendations for the introduction of family specialization of judges in Ukraine, to ensure the implementation of international standards of child-friendly justice and their implementation in national legislation and law enforcement practice. It was concluded that the experience of Georgia testifies to the introduction of specialization of judges in the consideration of court cases with the participation of children, such specialization is given an important importance and is perceived as one of the key approaches in child-friendly justice. Specialization is determined at the level of general and special legislation and is under the control of the body of judicial governance and the highest judicial instance. It was emphasized that the problem of introducing specialization was characterized by the fact that its legal regulation was focused only on initial professional training and did not cover other main elements of specialization. Later, Georgia adopted the Code of Children's Rights, which introduced all the main elements of the specialization of specialists in the field of civil and administrative justice who work with children, and such experience is relevant for Ukraine. The introduction of family specialization of judges can be a positive step in the field of child-friendly justice, which will be based on international standards and Ukraine's obligations under international treaties, it will meet the needs of national law enforcement, which requires further scientific developments in this area. In order to improve the national policy in the field of protection of children's rights, it is considered appropriate to consolidate and specify the specifics of the introduction of specialization of judges in the consideration of cases with the participation of children at the legislative level.
