SHORT STORIES OF DECISION SEPARATE QUESTIONS OF ADMINISTRATIVE-TERRITORIAL DEVICE OF UKRAINE

The article analyzes the new procedure for solving certain issues of the administrative-territorial system of Ukraine, as well as certain principles of the functioning of territorial units of Ukraine, which will be implemented at the beginning of 2024. It was emphasized that the new order does not provide for the introduction of changes to the Constitution of Ukraine, it will only ensure the modernization of legal regulation of certain issues of the administrative and territorial system of Ukraine, to a certain extent, taking into account the Ukrainian realities of the introduced martial law. New procedures for the formation (liquidation) of administrative-territorial units, the procedure for naming (renaming) them, establishing (changing) their borders, determining and changing the administrative centers of districts, assigning settlements to another category, including settlements in settlements were considered. It was established that the new order defined criteria for the classification of settlements, introduced the legal regime of «settlement». It is justified that the planning and development of new settlements should be carried out by developing general plans of settlements. It was emphasized that the establishment of village and settlement councils' powers to establish (change) the boundaries of villages and settlements will speed up the procedure for fixing their boundaries and eliminate certain bureaucratic obstacles. It was considered that the new order unified the list of documents that must be submitted to the competent authorities to resolve issues of the administrative-territorial system of Ukraine. On the basis of the conducted analysis, proposals were formulated regarding the improvement of normative and legal acts that regulate the procedure for solving issues of the administrative and territorial system of Ukraine.
