Abstract

Introduction. According to the feedback of many scientific-pedagogical and pedagogical workers, their assessment in the institution of higher education is unfair, which requires revising the functioning of the assessment subsystem of scientific-pedagogical and pedagogical workers of the system of internal quality assurance of the institution of higher education. Purpose. The article aims to substantiate the functioning of the assessment subsystem of scientific-pedagogical and pedagogical workers of the system of internal quality assurance of the institution of higher education. Methods. Analysis of a practical problem, recent research and publications; a survey of scientific- pedagogical and pedagogical workers; synthesis of the results of the conducted research were used. Results. According to the interviewed scientific-pedagogical and pedagogical workers, the application of the proposed criterion for the assessment of scientific-pedagogical and pedagogical workers by the higher education institution – the fulfilment by scientific-pedagogical and pedagogical workers of the requirements defined by normative legal acts, will ensure compliance with the principle of justice in the assessment process. Originality. The approach in the functioning of the assessment subsystem of scientific-pedagogical and pedagogical workers of the system of internal quality assurance of the higher education institution, which, unlike others, is based only on the application of their assessment criterion – their fulfilment of the requirements defined by regulatory and legal acts, which ensures compliance with the principle of justice, gained further development in the assessment process. Conclusion. The article substantiates the functioning of the assessment subsystem of scientific-pedagogical and pedagogical workers of the system of internal quality assurance of the higher education institution. A criterion for the assessment of scientific-pedagogical and pedagogical workers is proposed – their fulfilment of therequirements defined by normative legal acts; indicators – requirements for scientific-pedagogical and pedagogical workers; assessment scale – fulfilment/non-fulfilment of requirements. In most cases, it is proposed to use a measure of comparison of indicators among themselves to assign points to scientific-pedagogical and pedagogical workers for each indicator – an article published in the publications of the List of Scientific Professional Publications of Ukraine; to assign additional points to scientific-pedagogical and pedagogical workers or to increase their number for relevant achievements – to be carried out at the expense of the formation of qualifications in the specialities for which the training of applicants has been introduced in the institution of higher education. The prospects for further investigations are the substantiation of the functioning of other subsystems of the system of internal quality assurance of a higher education institution.
