Formation of state policy strategic development of vocational education in Ukraine in the conditions of global challenges and current threats

Abstract

The article examines the key aspects of the formation of the strategic foundations of the state policy of managing the development of professional education in Ukraine in the context of global challenges and threats, which must be taken into account at all levels of the national educational policy in the near future. It is proposed to introduce relevant mechanisms of influence of public authorities on the development of the educational sector of Ukraine in general and the field of professional education in particular, the formation of an effective management system in the field of professional education of Ukraine in the conditions of European integration and globalization, martial law and in the post-war period. It is noted that the scientific and theoretical justification of the innovative development of professional education on the basis of public management, the development of recommendations for the implementation of effective management in professional education as a priority of the state policy of Ukraine in the modern conditions of modernization of education and decentralization of management is gaining importance. It was determined that the system of public management of the development of professional education provides for the implementation of strategic measures at the national, regional, local and local levels, at each of which the appropriate list of administrative, financial, economic and other instruments, resource provision, which will contribute to the effectiveness of state regulation of the educational sector in conditions of global challenges and threats. The list of problems of the objective and subjective nature of the innovative development of professional education in Ukraine at the current stage of transformational changes, under martial law and in the post-war period is outlined. The need to implement the appropriate updated state tactics and strategy in the newly created Law of Ukraine on Vocational Education and other special laws as the main tools for the implementation of the state educational policy focused on the post-war recovery of Ukraine's economy and the transition to sustainable development has been proven. It is recommended to create a new central body of executive power - the National Agency for the Development of Labor Potential and its corresponding regional and local state management bodies on fundamentally new principles of public administration, to improve their scientific and personnel support, to expand the use of public-private partnership mechanisms and self-regulation of market relations in in the field of educational services and work, which take into account the system of national interests, priorities and features in the conditions of martial law and in the post-war period.
