Abstract

In this article, much attention is paid to the definition and characteristics of security in the country during martial law. At first glance, security and military actions are not connected phenomena. Today, during the war in Ukraine, it is quite difficult to realize, predict and guarantee the internal security of citizens. In general, understanding and implementing security features in a country where a war is taking place is a rather complex process. The goal of a democratic, legal Ukraine as a state is to provide and guarantee the realization of the rights of everyone in the country. Such a provision is defined in the Constitution and laws of Ukraine, which includes: 1) one of the main directions of the state is the protection and provision of the rights and freedoms of its citizens. This includes the right to life, freedom of speech, religious freedom, the right to a fair trial, the right to education and many others; 2) the task of the state is to ensure the safety and protection of its citizens from external and internal threats; 3) social security: the state sets itself the task of ensuring the social welfare of citizens, including access to medical care, education, social security and other services; 4) the state aims to create a fair and stable society where laws and law and order operate equally and fairly for all; 5) many states set themselves the task of promoting the economic development and prosperity of their population; 6) the state also implements foreign policy to protect its national interests and cooperation with other states. In the modern world, in which almost every state, in particular, Ukraine, builds its activities on the principles of democracy, constitutionality, and the legal basis, it is difficult to imagine actions that encroach on the life and health of a person, especially on the part of another state. One of the principles is the principle of priority of law, which means that all citizens, as well as state bodies and officials, must act within the limits of the law and the Constitution. Ukraine is a sovereign state with its own management system and principles of activity. It is a democratic state, where power comes from the people and is expressed through elections and citizen participation in decision-making. The most important duty of any state is to ensure the safety of its citizens. In most cases, this task is performed by the state, during the liquidation of extraordinary events: earthquakes, floods, floods, wars and other natural disasters. One of the most important and inalienable human rights is the right to life. Ukraine guarantees a number of rights to everyone, in any sphere of life, especially regarding security. The protection of the rights and freedoms of citizens, including the right to life, freedom of speech, freedom of religion, the right to a fair trial and other fundamental rights, are recognized by international human rights standards. Power in Ukraine is exercised and controlled by its citizens. State bodies perform their functions for the benefit of citizens and are accountable to them. Ukraine strives to ensure social justice and equality before the law. This includes social protection and support for those in difficult life circumstances.
