In the context of modern development of society, the main issue in a state governed by the rule of law is ensuring the right to protect the rights and legitimate interests of subjects. This right must be exercised correctly, reasonably and in accordance with the law. A particularly important right is the right to file a claim in defense of the aforementioned rights and interests of citizens. It is important to determine in what time frame a claim can be filed, and what difficulties can be encountered in practice.
