FORMING AND IMPLEMENTING INNOVATIVE PUBLIC POLICY IN THE FIELD OF FOOD SECURITY IN UKRAINE UNDER THE CONDITIONS OF THE MODERN PARADIGM OF PUBLIC ADMINISTRATION

The article is devoted to the study of the scientific problem of forming and implementing innovative public policy in the field of food security in Ukraine under the conditions of the modern paradigm of public administration. The author analyzes the main characteristics and trends of the modern paradigm of public administration, such as new public service, new public management, new public administration, new public value, new public trust, new public ethics, new public accountability, new public democracy, new public innovation. The author proves that these characteristics and trends influence the formation and implementation of innovative public policy in the field of food security, in particular on its goals, priorities, directions, mechanisms, tools, outcomes, efficiency, quality, feedback, monitoring, evaluation, correction. The author defines the main concepts, approaches, models and criteria of innovative public policy in the field of food security, analyzes the current state, problems and challenges of food security in Ukraine and the world, compares the innovative principles of public policy applied in developed and developing countries, explores the interrelations and impact of innovative principles of public policy on food security in Ukraine under the conditions of the modern paradigm of public administration. The author compares the innovative public policy in the field of food security in different countries of the world, highlighting its strengths and weaknesses, opportunities and threats, achievements and problems. The author also analyzes the specificity of innovative public policy in the field of food security in Ukraine, taking into account its historical, political, economic, social, ecological, cultural, informational context. The author proposes recommendations for improving the formation and implementation of innovative public policy in the field of food security in Ukraine, based on the conditions of the paradigm of public administration. The author proposes recommendations for improving, adapting and applying the innovative principles of public policy to enhance food security in Ukraine, develops possible scenarios of food security development in Ukraine under the conditions of using the innovative principles of public policy, highlights the prospects and challenges for innovative public policy in the field of food security in Ukraine in the context of global trends and changes.
