Abstract

Introduction. Given the demographic challenges, such as the aging of the population and the reduction of the working age population, there is an urgent need to develop alternative sources of pension provision, among which non-state pension funds play an important role. Their operation contributes to the diversification of risks, increasing the financial stability of the pension system and ensuring a decent standard of living for citizens in old age. At the same time, the analysis of the current state and development prospects of these funds is necessary to determine ways to increase their efficiency, as well as to form an appropriate state policy that would stimulate their growth and popularization among the population. The significance of this study lies in its potential to contribute to scientifically based planning and implementation of measures aimed at strengthening the non-state pension sector in Ukraine, which is an important element of the general strategy of social protection of the population. Goal. Analyze the current pension system of Ukraine, distinguish the specifics of the second and third levels of pension insurance. Materials and methods. Analysis of the legislative and regulatory framework regulating the activities of non-state pension funds in Ukraine, as well as statistical data on their development. The methods of comparative analysis, systematization, generalization and economic-statistical analysis were used to assess the current state of the funds, identify trends and forecast their development prospects. The study is also based on the analysis of scientific literature in order to determine the theoretical basis of the functioning of non-state pension funds and their role in the general pension system. The results. The article provides an argumentative explanation of the need to strengthen the current pension system of Ukraine. The pension insurance system in Ukraine was studied, the place and role of the second and third levels of pension insurance was clarified. The initial state of pension provision was analyzed, in particular, the average pension in Ukraine was compared with the value of the consumer basket and the average cost of utility payments per pensioner. A comparison of pension payments with European countries with an approximate number of pensioners was made. It was found that the European pension is formed at the expense of long insurance experience and additional levels of accumulated insurance. The activity of nonstate pension funds of Ukraine, which form the basis of additional levels of pension insurance, was studied. The number of funds, the number of participants, the amount of involved assets and the level of profitability were analyzed. The structure of pension assets was also studied. According to the National Commission for Securities and the Stock Market, four non-state pension funds have been identified, which occupy leading positions based on the results of voluntary accumulative pension insurance in Ukraine. The advantages and disadvantages of the activity of non-state pension funds of Ukraine are determined. Summarized.
