PROBLEMS AND PROSPECTS OF ENSURING THE EFFECTIVENESS OF PUBLIC ADMINISTRATION OF TERRITORIAL COMMUNITIES IN CONDITIONS OF UNCERTAINTY

Abstract

The need to improve the efficiency of public administration in territorial communities in the face of uncertainty accompanied by political and economic instability amid the war makes it important to identify the problems and prospects of management in this area to ensure a high level of efficiency, community resilience to crises, and their further development. Particular attention is paid to the adaptation of management models to the new conditions caused by external and internal threats, as well as the introduction of innovative approaches to support the effectiveness of communities. In addition, it is crucial to ensure dynamic interaction between local governments, state institutions and civil society, which is a key factor in increasing social cohesion and stability. The purpose of the article is to outline the challenges for the functioning of territorial communities caused by uncertainty and to justify the need to apply modern trends in territorial community management. Purpose. The article aims at highlighting the main conceptual approaches that contribute to increasing the adaptability and resilience of communities under conditions of uncertainty. The author also discusses modern management tools that allow for a prompt response to challenges and the integration of international best practices. The study identifies institutional, legal, managerial, financial, personnel, social, economic, and environmental problems and proposes appropriate measures to address them. The proposed measures include optimization of decision-making processes, an increase in financial autonomy of communities, improvement of human resources, introduction of environmental technologies, and introduction of new management approaches to social and economic development at the local level. Materials and Methods. The research materials are: scientific works of contemporary authors in the field of public management and administration; reports of the National Agency of Ukraine on Civil Service (NAUCS); and a few legislative acts regulating the efficiency of the functioning of territorial communities. The following scientific methods were used during the study: systematization and generalization of existing theoretical and practical aspects of managing territorial communities under conditions of uncertainty; analysis of legal acts; synthesis of theoretical and practical aspects of local government reform in Ukraine; and comparative analysis to identify problems in the implementation of administrative functions of local authorities. Results. The findings of the study confirm the effectiveness of an integrated approach to ensure the sustainable development of territorial communities in the face of current challenges and uncertainty. At the same time, it emphasizes the need to introduce systems for monitoring and evaluating management decisions, which will allow for flexible adaptation of development strategies in accordance with changing conditions. Discussion. Further research in this area should focus on the development of new tools and mechanisms to strengthen the institutional capacity of communities, increase the effectiveness of their interaction with government agencies and international partners, and introduce innovative approaches to community adaptation in the face of long-term crises.
