INTERACTION BETWEEN THE ARMED FORCES OF UKRAINE, OTHER COMPONENTS OF THE DEFENSE FORCES AND REPRESENTATIVES OF THE MEDIA IN THE CONDITIONS OF MARTIAL LAW

Abstract
The activities of Ukrainian journalists during the russian-Ukrainian war are extremely important, necessary and responsible, since it is thanks to them that the world learns the truth about what is happening in Ukraine and what war crimes and other international crimes the russian federation is committing against Ukraine and the Ukrainian people. In connection with the armed aggression of the russian federation against Ukraine, a current and important problem is modern challenges and effective provision of the organization of activities and safety of journalists at military facilities, and as well as other issues during war. Taking into account the above, the purpose of the article is to investigate the legal aspects and peculiarities of interaction between the Armed Forces of Ukraine, other components of the defense forces and representatives of the media under martial law, in connection with the large-scale armed aggression of the russian federation against Ukraine. Normative-legal acts are presented, which are the legal basis for interaction between the Armed Forces of Ukraine, other components of the defense forces and media representatives under martial law. Based on the results of the study, it was established that the Order of the Commander-in-Chief of the Armed Forces of Ukraine dated 03/03/2022 No. 73 “On the organization of interaction between the Armed Forces of Ukraine, other components of the defense forces and representatives of the media for the duration of the legal regime of martial law” requires revision and improvement in parts of ensuring the safety of media representatives in wartime conditions, during war. These aspects must be taken into account in the Recommendations for journalists on organizing work (professional activities) at military facilities and in areas of military (combat) operations under martial law, developed by the Public Affairs Office of the Armed Forces of Ukraine. The conclusion is formulated that it is necessary to resume and develop the training of military journalists in institution of higher education with specific training conditions (military, in the field of national security and defense), and as well as to improve and expand the opportunities for special training of war journalists, taking into account the accumulated practical experience under during the russian-Ukrainian war. Also, in the future, it would be advisable to develop a special law on the activities of journalists during martial law, taking into account the balance between the interests of national security, issues of state defense and the right to freedom of speech.
