THE ROLE OF CERTIFICATION OF RECOVERY AIRPORT INFRASTRUCTURE

Abstract

Introduction. The operation of civil aviation airports must comply with the maximum safety of air transport. Compliance with international requirements and the system of reliability certification depends on the technical equipment of airports, in particular, the management and organization of activities related to the operation of airports. As a result of the certification, the airport receives a document confirming compliance with the certification requirements, that is, a set of technical and organizational requirements, the fulfillment of which is a necessary condition for ensuring flight safety. In order for the airports of Ukraine to resume air traffic after the opening of the airspace, they must have the appropriate permit documents for the start of work. The State Aviation Service of Ukraine provides information on commercial service entities and airport services that have a Certificate of Compliance or are in the process of certification. Purpose. The purpose of the article is to analyze the solution to the problems of safe and effective development of the airport infrastructure of Ukraine, since obtaining certificates, implementation of effective international and European standards, transformation and modernization of the airport infrastructure is one of the directions of Ukraine's work in the process of implementing international and European standards. Materials and methods. The research materials are: 1) international, European and national documents regulating the safety of international civil aviation, Standards and Recommendations of the International Civil Aviation Organization, of which Ukraine is a member; 2) works of domestic and foreign authors researching the design and construction of airport complexes in Ukraine, priority areas of development of international airport infrastructure, ways of airport certification. The methodological basis of the research is a system of general and special theoretical and methodological means of scientific knowledge of legal phenomena and processes. The system-structural method contributed to the justification of the certification criteria put forward by international and European civil aviation organizations. The comparative legal method was used to clarify the requirements of the acts of international and European civil aviation organizations in the conditions of restoration of the safety of civil aviation of Ukraine, compliance with standards and recommended practices regarding the certification of airport activities. The prognostic method made it possible to determine ways to improve air traffic in Ukraine and restore airport infrastructure. Results. The scientific article discloses the directions for obtaining relevant certificates and documents on the possibility of launching regular flights by airports of Ukraine. The requirements for the certification of subjects of civil aviation activity of Ukraine have been determined. One of the directions of Ukraine's work in the process of implementing international and European standards and recommendations is obtaining airport certification, transformation and modernization of airport infrastructure. Ukraine's opportunities to implement airfield certification requirements into national legislation are analyzed, which will ensure that airfield operators fulfill their duties in accordance with the provisions and conditions of the airfield certification document. The importance of the certification of runways, which play a key role in ensuring aviation safety, is emphasized. The ways of restoring the infrastructure of Ukrainian airports after the cessation of Russian military aggression, which caused incredible destruction, in particular, in the airport industry, were determined, and the requirements for the accreditation of airports and existing facilities on the territory of the airport were analyzed.
