MEANS OF PUBLIC ADMINISTRATION IN THE SPHERE OF GENERAL SECONDARY EDUCATION: ESSENTIAL CHARACTERISTICS AND LEGAL CONSOLIDATIONE

Abstract
Introduction. Within the framework of the domestic and foreign research structural system, the term means of public administration means a set of tools and mechanisms used in the process of organizational-regulatory and control-coordinating activities in the specified area by state authorities and local self-government bodies. At the same time, there is a question about different categories (types) of such means, depending on their functional purpose and specifics of impact on the education system. Goal. The purpose of the article is to consider the essential characteristics and foundations of legal consolidation of means of public administration in the field of general secondary education. Special attention is paid to the objectivity of knowledge about the categories of subjects and objects of means of public management in the field of general secondary education, which can be systematized in an organic aggregate. Materials and methods. The work uses and analyzes in detail at the appropriate theoretical level the sources related to the subject of research, and also considers scientific theories, concepts related to the subject of research, etc., with correct references to sources. Results, prospects. The peculiarities of the types of means of public administration in the field of general secondary education analyzed in the article made it possible to reach the following intermediate conclusions: firstly, within the framework of understanding the term “means of public administration in the field of general secondary education”, it is advisable to consider related, related definitions, such as “means”, “legal means”, “means of public administration”, etc. The latter should be defined as a set of certain methodology and mechanisms, with the help of which a certain structured activity can be implemented and a certain goal set by the state-management paradigm can be achieved. secondly, understanding such concepts as “means of public administration” and “means of public administration in the field of general secondary education” allows to define them as a tool, mechanism and method of directing state administration, in general, and state administration in the field of general secondary education, in particular. thirdly, and finally, the means of public management in the field of general secondary education need a more detailed understanding and analysis. In the future, an analytical distinction will be made between registration as a means of public administration in the field of general secondary education, permits in the field of general secondary education and control, supervision in the field of general secondary education, in proportion to their role in the process of directing and coordinating the specified field of educational space.
