Abstract
Introduction. The article is devoted to the study of the problems of personnel management in public authorities. It is indicated that there is a close connection between the quality of staffing of state institutions and the effectiveness of public administration. Therefore, the strategic goal of the civil service reform in Ukraine is the implementation of European principles of good governance, and therefore, the attraction of highly qualified specialists to the civil service should be carried out on the basis of an honest and transparent selection of candidates for positions.
