New Accessions of Digital Photo Documents to the National Archival Fond (from the Acquisition Practice of the Central State Audiovisual and Electronic Archives)

The purpose of the article is to analyze the impact of the war on the practice of acquiring digital photographic documents from the National Archival Fond (NAF). This actualizes the study of the experience of archives (on the example of the Central State Audiovisual and Electronic Archives) in the direction of completing photo collections. The research methodology is based on the application of the principles of scientific objectivity, historicism, comprehensiveness and complexity, as well as general scientific methods, namely: deductive - to establish the impact of the war on the aspect of acquisition of digital photographic documents by Central State Audiovisual and Electronic Archives, inductive, which is the basis for studying the thematic composition of these documents, functional analysis, which is used in the processes of value assessment and acquisition of archival documents. The research was also carried out by analyzing the activities of the sources of the NAF as a dominant factor influencing the content of the documents, synthesis, which allowed to state the relationship between the conditions under which the collections were acquired and the actual consequences. Methods of analogy, systematization, and generalization of the information obtained were also used. The scientific novelty lies in the analysis of the influence of the military aggression of the Russian Federation against Ukraine on the acquisition of archival collections of digital photo documents, in particular, the identification of the reasons for the lack of diversity of the thematic composition and the predominance of one type of source of acquisition as opposed to another. Conclusions. In the course of the study of two periods («COVID-19 time» and «war time») of the Central State Audiovisual and Electronic Archives, the features of thematic focusing characteristic of new arrivals were revealed. It is established that the predominance of the «war» theme led to the appearance of information lacunae in the archival collection of photo documents, which directly affects its quality and research value. The importance of balanced coverage in photo documents of various, socially significant topics of socio-political and cultural life of society during the war is substantiated. The problem of disproportionate selection of sources of recruitment in favor of individuals has been tracked. Ways to improve cooperation with legal entities are proposed. The ineffectiveness and ineffectiveness of the Law of Ukraine «On the Mandatory Copy of Documents» in the sphere of acquisition of the National Archival Fond is indicated. The need to improve this legislative act was emphasized.
