TURKISH TEACHERS’ TEACHING AND ASSESSMENT COMPETENCE REGARDING STUDENTS WRITING SKILLS

Abstract
The purpose of this study is to determine the frequency of the use of strategies that can be applied functionally to teaching and assessment processes of writing skills. For this purpose, a five-point Likert scale consisting of 43 items was developed. Based on the classification of service areas by the Ministry of National Education (MEB), the scale was applied to a total number of 426 teachers working in Muğla province from the first service area, Malatya province from the second service area, and Kars province from the third service area. Thus, the existing situation in each was determined within its own conditions by some descriptive analyses. The results of the study indicated that a significant proportion of teachers didn’t have the competence adequated for the preparation, planning, implementation, and evaluation of process and product-oriented activities (especially informing will be judged on what criteria the direction of student writing, students provide the text of the review according to the criteria specified assessment, students' writings, ensuring examined by classmates according to the criteria specified assessment, situated will be used in the assessment and evaluation determine the methods and techniques, students provide their assessment according to the checklist created their own writing, to establish a relationship between the extent of measurement and evaluation by writing purposes, after a certain time to test the reliability of the measurement and evaluation to re-evaluation, writing in all its aspects create a checklist addressing, measuring and determining the evaluation criteria, measurement and evaluation in stages to resort to expert opinion regarding the criteria used) that improve students’ writing skills.
