The article questions the boundaries of ordering the provision of land in the transfer of authority to order unrequited lands in the city of Samara. The systematic approach to the management of land use within the city limits, analytical and logical research techniques have allowed the author to identify the most urgent problems of land tenure, establishing the location of the boundaries of the land and to make recommendations to improve the efficiency of the use of urban land for municipal governments.
