Abstract
There were some limitations for the Ottoman Army before the constitutional monarchy. In addition with the constitution the Army began to engage in politics. The main task of the army was thrown out by this political disease. Obedience in the army is corrupted, the military hierarchy moribund. The army has become a harrowing period of internal and external events have this condition, had been expected to be caught unprepared in the face of danger. In these circumstances the Balkan War ended in disaster, and all Rumeli had been lost. the analyzes was made on defeat, and the deficiencies was aimed to resolve. But, at that time, the another mistake was made as the Board of Army had been delivered to the German military training. This was effective in causing a war with a new and larger media prepared to liquidate the losses occurred and the state.
