Abstract
The tradition of public administration and government in Russia, has its own political, economic, socio-cultural features shaped in historical circumstances. Russia has experience of the tradition of Tsarist period after the Soviet government and modern aiming to become the economic and political power and dealing with its own internal problems, tries to manage the positive and negative trends of historically inherited administrative tradition. In this direction, contemporary Russian administration having passed a certain way by structural and legislative aspects on one hand and by practical side on the other hand, admits that bureaucratic problems constitute serious obstacles in the way of the country’s development. An important issue to be mentioned is that the country’s legislative and political discourse, in the field of Public Ethics especially is focused on the issues of “corruption” and “nepotism”.
