Abstract
The article analyzes the essence and concept content ?accessible habitation? and ?habitation availability index? (НАI) from the point of view of the state-administrative mechanism formation. It analyzes and marks out the signs of accessible habitation, executes the calculation of ІНА in the regions of Ukraine, determines the his dynamics.
