Abstract
A question arises that RTI Act independently is unable to perform its required functions because majority of the people are unaware about democratic rights. Education is such an instrument which is capable of teaching the people regarding their democratic rights and values. Till now new concept like good governance. E-governance, citizen chapter, civil society has been brought in the society at the expected level just due to potential of higher education. So Higher Education Department is the ultimate weapon which is having the potential to implement the RTI Act successfully.
