IMPROVEMENT OF THE NORMATIVELY-LEGAL PROVIDING OF RELATIONS FROM OBLIGATORY STATE MEDICAL INSURANCE

Abstract

Problem setting. In Ukraine of emergency popularity the problem of adjusting of relations purchased in the field of a health protection. On a health and the recreations of population negatively influence contamination of natural environment, consequences of the Chornobyl catastrophe, worsening of terms of life, distribution of such socially dangerous diseases, as tuberculosis and AIDS, drug addiction and alcoholism. All of it predetermines the increase of requirements in Medicare, that at the terms of a limit financing of this industry diminishes to possibility of the system of health protection in providing of population quality medical services. Analysis of resent researches and publications. The study of this question dealt with such scholars as Hladun Z.S., Luk'yanova E.A., Synenko S. and others. Target research. The purpose of writing this article is to study the characteristics of regulation in the sphere of health protection in Ukraine and determination of the main directions of state policy in the specified area. Article’s main body. Positive changes in the question of health protection population can be attained only through system reform and complex, legislatively well-regulated passing to the model of budgetary-insurance medicine, that must include, : (а) increase of the budgetary financing of medical industry; (b) providing of balanced of volumes of state guarantees of grant to the population of free Medicare is with financial possibilities of the state; (c) input of obligatory state medical insurance; (d) co-ordination of activity of public, local self-government and subjects of medical insurance authorities; (e) increase of efficiency of the use of all financial resources; (f) providing of economic independence of medical establishments and passing is to the progressive forms of their ménage; (g) increase of level of remuneration of labor and social defense of medical workers. Conclusions and prospects for the development. Beginning of reforms in the system of health protection Ukraine development and acceptance of her must become by Verkhovna Rada of Law of Ukraine "About obligatory state medical insurance". The law of Ukraine "On obligatory state medical insurance" must define the social, economic, legal and organizational measures sent to indemnification or minimization of consequences of change of material position of citizens in connection with charges on the grant of necessary volume of medical services.
