NETWORK OF TECHNOLOGY TRANSFER AND ITS INFLUENCE ON TECHNOLOGICAL SECURITY (BASIC ASPECTS)

Problem setting. The key element of the national economy of Ukraine is national security. Besides national security to the forefront of today comes technological security and threats that associated with it. Target of research. The aim of the article is the general research and analysis of existing networks of technology transfer as an important element of technological security. Analysis of resent researches and publications. Questions of creation and functioning of the technology network of transfer are devoted research of national scientists as V. S. Lysenko, S. O. Yehorov, V. Ya. Kozachenko, P. V. Obodets, Ya. V. Zaika et al. Article’s main body. The state policy in the sphere of national security based on national ideals and interests, domestic and foreign experience. National security of any country, including Ukraine, needs to implement comprehensive measures aimed at ensuring the protection of important interests of man and citizen, society and state. One of the main criteria for the proper functioning of technology security is technology transfer. Technology transfer is the transfer of new technologies, know-how, technological equipment and scientific and technical knowledge from owner to the customer. An example of the functioning of reasonable technological security serve highly developed technological countries that try to restrict access to technology that could threaten national security. One of the major factors that threatens technology security - is imperfect mechanism of control for technology transfer that leads to an outflow of technologies abroad without proper monitoring, which, in turn, could threaten state security. To prevent the possible threats and improve mechanisms of technology transfer the developed countries create special agencies such as the network of technologies transfer Generally in modern legal science distinguish the following principles of network of technologies transfer: voluntary participants , unity, a clear division of roles and tasks between network entities, cooperation exclusively with professional entities, accuracy of information. Conclusions and prospects for the development. Summing up of research should be noted that one of the main threats to technology security is in similar fragmentation of different institutions and the lack of a clear consistency in the approach to this element of innovation technology transfer. Highlight some principles of building a modern network technology transfer and their comparison with the principles of national security.
