Abstract
It is generally the poor, disadvantaged and weaker section of the society who are victims of custodial crimes because there is no one to care for them and to protect them. It is therefore, for the government and the legislature to give a serious thought to the recommendations of the Law Commission and the NHRC to bring about appropriate change in the law both to curb custodial crimes and also to ensure that the guilty are punished.
