Abstract
The article discusses the role of information society and human capital as the structural conditions for the development of a socially oriented economy of the region, given their substantial characteristics and purpose in the use of the innovation, production and eco- nomic potential. Proposed strategic directions of development of human capital in the context of value priorities socially oriented economy, proved the value of education as a sphere of ap- plication of the intellectual potential of the region and the need to create modern information infrastructure in the region
