Abstract
Development of the scenario and programs of non-resource development requires preliminary modeling of a sustainable economic framework of the region and analysis of the possible consequences of the decisions made. The aim of the research is to illustrate the possibilities of the cognitive modeling techniques in assessing the effects of management impacts for the regional economies, aimed at supporting non-primary industries. The article provides a comparative analysis of the results of impulse processes in the management of non-primary development of the region obtained on the basis of a cognitive model with the indicators of the Program of social-economic development of the region. The obtained results demonstrate the potential of the model both to predict the possible consequences of the implementation of specific management decisions and to define their priority. The developed model is multi-purpose and can be adapted to the specific regional conditions.
