Abstract

Problem setting. 27 June, 2014 Ukraine signed an Association Agreement with the EU to confirm its European choice for integration with EU, to implement reforms and to adapt national legislation to EU legislation, to facilitate the gradual economic integration. According to this Agreement one of the objectives is (Art. 1): to deepen the relationship between Ukraine and policy of EU and to participate in its programs and agencies. Therefore, only clearly recognizing of the features of modern EU policy in scientific-technical and innovation fields, its strategic goals, objectives and implementation mechanisms, give to Ukraine the opportunity to cooperate with European Union on principles of parity, based on national interests in the field of scientific-and-technological advance, to respond adequately to the challenges of time. Analysis of recent research and publications. Recently, increasing attention is paid to the analysis of EU legislation in science and technology and innovation fields and innovation policy of EU. Also attention is paid to experience of research and innovation activities in European Community Members, and the influence of EU legislation on the development of national legislation in the Member States has been examined to. Particularly, such issues have been studying by forthcoming scientists: Yu. Kapitsa, D. Zadyhaylo, Yu. Atamanova, S. Bereslavskii, G. Androschuk, R. Ennan, B. Malickii, I. Silchenko, K. Shahbazyan and others. Target of research. The goals of this research are analysis of EU policy documents that impose the basic principles of common legal policy of the European Community formation in science and technology and innovation fields; and analysis of the approaches of supporting the researches in the countries of the European Community for its implementation in national legislation in scientific and scientific-technical activities, taking into account the current economic and geopolitical challenges. Article’s main body. The author examined the features of EU legal policy in science and technology and innovation fields. Also the author focused on the framework programs as main tools of EU policy in the science and technology and innovation fields. Here is the analysis of the strategic objectives of the current program “Horizon 2020”, its objectives, priorities, issues of international cooperation, author estimated the possibilities offered by these programs to EU countries, other countries, and advance researchers. Also this research it is referred to the necessity of a critical understanding of the experience of EU for innovative development of science and technology in Ukraine. Conclusions and prospects for the development. The current EU legal policy in the field of scientific-technical and innovation activity predetermined by global trends of development of science and innovative technologies. The main instrument of this policy is framework programs that focused on building the integral European research area without sectoral division, but with a focus on priority areas. The program ?Horizon-2020? outlined the need to develop a new approach to innovations that relies on unique European values. This program establishes a broad approach to innovation, that is not limited by production of new products, but also includes processes, systems and approaches including strong European sides in design, creativity, services and focuses on the importance of social innovation. For Ukraine the program ?Horizon-2020? will contribute to implement EU standards, improve mobility of ukrainian experts, researchers and educators in the european space, speed up european integration
