Abstract
Health Care delivery systems involve a variety of stakeholders. These include the doctors, nurses, pharmacists and other supportive staff on t he one hand and the communities who utilize the services on the other. They organize themselves and interact with each other in highly complex decentralized settings the quality of service?both technical and functional?are a key ingredient in the success of service organizations (Grönroos, 198 4). Technical quality in health care is defined primarily on the basis of the technical accuracy of the diagnosis and procedures. Several techniques for measuring technical quality have been proposed and are currently in use in health-care organizations.
