Abstract

The article is dedicated to the issues of improvement of the national system of professional development of employees. Investigated the existing system of legislative support of this sphere, was defi ned the basic normative legal acts, which were the founders of reform in Ukraine the system of professional development. The analysis of main problems and gaps in domestic legislation. The author examined global patterns of improvement of qualifi cation of workers. In particular, basic scientists-lawyers, investigated this issue, among which V. Lugovskoy, O. Obolensky, Zh. Talanova, G. Opanasyuk. Also analyzed the Anglo-Saxon, French, American and Japanese model of professional development of employees. After analysis of each of the models carried out a thorough research of the possible directions of integration of the positive experience of the leading countries of the world. In particular, on the basis of this research, the author defi nes the basic elements that can and should be introduced into the system of professional development of employees of Ukraine. The issues of the need for innovative reform in the analyzed sector. The author proposes four main aspects: conceptual and substantive, methodological and organizational. In the end the author draws conclusions on the main content, in particular, proposed the necessity of introduction of foreign experience taking into account social ? economic and political development, and taking account of priority needs analyzed industry, and also suggested that the combination of the innovative reform with the integration of global models of professional development of employees. The research is a prerequisite for further work in this industry.
